UN Women Hiring: Home-Based Consultant For Gender & Law Enforcement Project 2025

UN Women has announced an exciting Home-Based consultancy opportunity for highly qualified professionals with expertise in gender, policing, and security sector reform. This short-term, home-based consultancy will contribute to strengthening gender-responsive law enforcement in Eastern Africa by supporting the development of a Trainer’s Guide to accompany the newly validated EAPCCO Handbook on Gender Responsive Law Enforcement.

The assignment offers a chance to directly shape training tools that will be used by law enforcement institutions across the region, driving forward gender equality and women’s participation in policing.

Background and Project Context

Grounded in the vision of equality set forth in the United Nations Charter, UN Women works globally to eliminate discrimination against women and girls, empower women, and achieve gender equality as a cornerstone of development, human rights, humanitarian response, and peace and security.

In Eastern Africa, UN Women collaborates with the United Nations Office on Drugs and Crime (UNODC) and the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) to implement the “Empowering Every Badge” project. This initiative focuses on strengthening security by boosting women’s representation in law enforcement and transforming institutional practices within policing and criminal justice systems.

A cornerstone of this effort has been the revision of the EAPCCO Gender Training Manual, originally developed in 2016 with UN Women’s support. The updated and validated Handbook on Gender Responsive Law Enforcement now reflects evolving security challenges and provides localized, inclusive content adaptable to diverse contexts across the region.

To ensure the handbook’s effective rollout, UN Women and its partners are developing a complementary Trainer’s Guide, which will serve as a generic framework for EAPCCO member states to tailor training sessions to their specific needs and contexts.

This consultancy will play a pivotal role in developing, validating, and finalizing the Trainer’s Guide, ultimately strengthening institutional capacity for gender-responsive law enforcement.

Scope of Work and Responsibilities

The selected consultant will report to the Women Policy Advisor, Governance, Peace and Security at UN Women’s Eastern and Southern Africa Regional Office (ESARO) and work closely with the Programme Management Specialist for Gender and Security Sector.

The assignment is structured over 15 working days spread across 3 months, and responsibilities will include:

  • Supporting knowledge sharing: Preparing presentation materials and delivering a virtual presentation of the Handbook to the EAPCCO Permanent Coordination Committee (3 days).
  • Facilitating collaboration: Organizing and facilitating four online working group meetings focused on developing the Trainer’s Guide, consolidating member inputs, and ensuring coherent outputs (7 days).
  • Validating the Guide: Preparing and leading a validation meeting for the final draft, incorporating feedback, and delivering a summary report with key recommendations (5 days).

This consultancy is home-based, with any required travel covered by UN Women.

Required Qualifications

The position calls for an accomplished professional with a strong background in gender, policing, and security sector reform. The requirements include:

  • Education:
    • A master’s degree in gender studies, international relations, law, criminology, political science, public administration, or related fields.
    • A first-level degree with at least nine years of relevant experience may be accepted in lieu of a master’s.
  • Experience:
    • Minimum of seven years of progressively responsible experience in gender and policing at national or international levels.
    • Proven track record in designing and delivering gender-focused training in law enforcement or related fields.
    • Experience working with security sector institutions and reforms is a strong advantage.
    • Demonstrated leadership, facilitation, communication, and report-writing skills.
  • Language: Fluency in English is essential; knowledge of another UN language is an asset.
