Key Responsibilities
The Programme Associate (G-6) will support the Area Office under the direct supervision of the Head of Programme/Head of Office and the guidance of the Programme Policy Officer at the Country Office. Main responsibilities include:
- Cash Transfer Management: Reviewing field-level agreements for cash-related activities, ensuring alignment with WFP’s transfer modality guidance, and mobilizing financial service providers.
- Partner Coordination: Supporting cooperating partners (CPs) in budget development, risk assessment, and capacity-building while organizing regular coordination meetings.
- Operational Support: Overseeing data entry and reporting in the COMET system, monitoring operational risks, conducting reconciliation analysis, and supporting the timely resolution of issues.
- Identity Management (IDM): Coordinating secure and accurate ingestion of beneficiary data, generating payment lists, and tracking IDM progress against set benchmarks.
- Capacity Building and Training: Providing technical assistance, conducting orientation for new partners, and facilitating on-the-job training sessions.
- Monitoring and Reporting: Collecting success stories, documenting lessons learned, and producing evidence-based reports on cash transfers and market assessments.
- Field Engagement: Conducting monitoring visits, supporting post-distribution monitoring, and engaging with beneficiaries and partners on feedback and complaint mechanisms.
This role requires strong attention to detail, excellent stakeholder coordination, and the ability to manage sensitive beneficiary data with accuracy and confidentiality.
Qualifications and Experience
Applicants must meet the following requirements:
- Education: Completion of secondary school education is required. A post-secondary certificate in international relations, economics, political science, business administration, computer and information systems, or a related field is highly desirable.
- Experience: At least six years of progressively responsible work experience, particularly in identity management, humanitarian cash or in-kind programs, market assessments, post-distribution monitoring, and data analysis.
- Skills: Strong knowledge of Microsoft Office, database tools, project management methodologies, and stakeholder engagement. Experience in cash-based transfers, identity management, and CP management will be considered a strong asset.
- Languages: Fluency in both English and Burmese is required.
