This consultancy focuses on supporting the CDC Cooperative Agreement (CoAG) titled “Global Emergency Response and Recovery Partner Engagement: Expanding Efforts and Strategies to Improve Rapid Response to Public Health Emergencies Globally.” The consultant will work closely with UNICEF’s WASH in Emergencies & Fragile Contexts (WiEFC) team and principal investigators to coordinate and manage critical aspects of this agreement through 2026.
Scope of Work and Key Responsibilities
The consultant will be entrusted with a wide range of responsibilities essential to the effective management of the CDC CoAG and associated public health response activities. These include:
1. Coordination of CoAG Implementation
- Facilitate comprehensive coordination between UNICEF, the CDC, and partner teams at headquarters and country levels to ensure alignment with donor expectations.
- Prepare and update project summaries and progress reports on UNICEF’s implementation of CoAG activities. These summaries will be maintained on SharePoint and used for monthly technical discussions and donor engagement.
2. Reporting and Documentation
- Produce and submit quarterly project and financial updates to CDC, ensuring accuracy, compliance with CDC requirements, and timely dissemination.
- Compile and prepare annual narrative reports on program progress, implementation issues, and emerging solutions for internal and external stakeholders alike.
3. Stakeholder Engagement
- Maintain regular contact with CDC technical teams, UNICEF’s Public Partnership Division (PPD), WASH specialists, and country project managers.
- Facilitate technical follow-up calls (a minimum of 12 monthly calls) with CDC and relevant UNICEF units to monitor progress, address implementation issues, and identify corrective actions.
4. Strategic Planning and Proposals
- Lead the preparation of carry-over documentation and supporting justification packages for continued CDC funding between project years.
- Support development of project proposals and budget narratives for future CoAG implementation periods, collaborating closely with Programme Group technical teams and CDC counterparts.
5. Knowledge Management
- Develop a master project list documenting all active projects under the CoAG framework.
- Draft a guidance note detailing best practices and lessons learned to support future CoAG coordination efforts.

Required Qualifications and Skills
The ideal candidate for this consultancy will possess the following:
Education & Experience
- A bachelor’s degree or higher in public health, WASH, development studies, environmental health, or a related field is typically required.
- A minimum of five (5) years of professional experience in humanitarian WASH programming, WASH responses to public health emergencies, or similar domains.
- Familiarity with CDC-funded projects and funding mechanisms is considered an asset.
Technical and Professional Skills
- Strong project coordination and organisational skills with demonstrated ability to manage multi-layered tasks and deliver on deadlines.
- Experience in communication and consultation with multiple stakeholders, including donors, programme managers, technical specialists, and field teams.
- Excellent written and verbal communication skills in English to prepare reports, discuss project progress, and liaise professionally with partners.
