The International Organization for Migration (IOM), the leading intergovernmental agency dedicated to promoting humane and orderly migration, is seeking a National Consultant (Trafficking in Persons and Cybercrime) to play a pivotal role in strengthening Thailand’s capacity to combat human trafficking, migrant smuggling, and technology-enabled crimes.

This consultancy position is home-based, with possible travel to and within Thailand, and is available under a consultant contract. Applications close on 21 August 2025. The selected expert will contribute to IOM’s Protection and Border Governance (PBG) Unit as part of the project “Enhancing the Capacity of Thailand to Combat Trafficking in Persons and Smuggling of Migrants Through Enhanced Border Management (2024–2026)”, funded by the Government of Canada.

Thailand serves as a country of origin, transit, and destination in the regional migration corridor. While this position enhances Thailand’s role in managing migration responsibly, it also addresses pressing challenges posed by transnational organized crime, including human trafficking, migrant smuggling, and cyber-enabled exploitation.

Recent years have seen significant changes in criminal tactics. Traditional trafficking methods — such as forced labor and sexual exploitation — have expanded to include forced criminality, organ removal, surrogate motherhood, and online sexual exploitation.

According to Thailand’s 2024 Anti-Human Trafficking Report, authorities identified 644 potential victims of trafficking and investigated hundreds of cyber-enabled crimes, including child exploitation, pornography, and online scams. The growing intersection between trafficking in persons (TIP) and cybercrime requires specialized training and coordinated law enforcement action — precisely what this consultancy will help deliver.

Key Objective of the Consultancy

The primary goal of the consultancy is to design and deliver a comprehensive training manual and modules to strengthen the investigative capacity of Thai law enforcement in addressing TIP cases linked with cybercrime.

The work will integrate international legal instruments (such as the UN Convention against Transnational Organized Crime, Palermo Protocols, and UN Convention against Cybercrime) and national legislation (including Thailand’s Anti-Trafficking in Persons Act), ensuring alignment with global standards while being relevant to local realities.

Specific Tasks and Responsibilities

The consultant will:

Develop a Standardized Training Manual – Craft a comprehensive, practical training tool tailored to the needs of Thai law enforcement agencies, especially the Royal Thai Police and the Thai Immigration Bureau.
Incorporate Gender and Human Rights Perspectives – Ensure that all training material promotes victim-centered approaches, addresses the needs of vulnerable populations (especially women and children), and integrates gender-sensitive and rights-based principles.
Prepare Training Guidelines and Materials – Design practical resources for trainers, including case studies, simulations, and exercises, in both English and Thai.
Coordinate Stakeholder Feedback – Present draft modules to government counterparts, integrate their feedback, and finalize the manual for official use.
Conduct Pilot Training of Trainers (TOT) – Deliver a pilot session for 15–20 government trainers to ensure consistent, high-quality delivery across agencies.

Expected Deliverables and Timeline

The consultancy includes clear, measurable outputs:

By 30 September 2025 – Draft inception report, methodology, and training structure (30% payment).
By 31 October 2025 – Draft training modules on cybercrime, presented for feedback (30% payment).
By 31 January 2026 – Final training manual and modules, with a two-page summary and guidelines, incorporating all stakeholder feedback (40% payment).

Performance will be evaluated based on timely delivery, quality of content, and alignment with project goals.

Required Qualifications

Applicants must possess:

Education – A Master’s degree or higher in Law, International Relations, Criminology, Migration Studies, or related fields.
Experience – At least 10 years of international experience in law enforcement capacity building, especially in border management, document verification, migration management, counter-trafficking, or cybercrime investigation.
Skills – Strong analytical, training, and presentation skills; ability to integrate gender and human rights approaches; and proven capacity to work independently in politically sensitive environments.
Languages – Fluency in Thai and English, both written and spoken.

Travel and Work Condition

While the role is primarily home-based, travel within Thailand may be required for consultations, training delivery, and presentations. IOM will provide travel arrangements or reimburse expenses per its policies.
