The United Nations Educational, Scientific and Cultural Organization (UNESCO) is inviting qualified professionals to apply for the position of Senior Human Resources Assistant (Grade G-6) at its UNESCO Institute for Statistics (UIS), based in Montreal. This is an exciting opportunity for experienced HR practitioners to contribute to a globally respected institution that plays a central role in monitoring and advancing international development goals.
This role is offered under a Project Appointment for an initial period of one year, with the possibility of extension subject to funding availability and satisfactory performance. About UNESCO Institute for Statistics (UIS)
The UNESCO Institute for Statistics serves as UNESCO’s official statistical office and the authoritative source of internationally comparable data on education, science, culture, and communication. UIS is the custodian agency for Sustainable Development Goal (SDG) 4, as well as SDG Target 9.5 and SDG Indicator 11.4.1. The Institute collaborates closely with partners such as UNICEF, the World Bank, OECD, and the Global Education Monitoring Report, ensuring data-driven decision-making at the global level.
Position Summary
Under the overall authority of the Director of UIS and the direct supervision of the Human Resources Officer, the Senior Human Resources Assistant provides comprehensive operational and advisory HR support across the Institute. The role also maintains a functional reporting line to the Senior Finance and Administrative Officer.
The incumbent plays a critical role in ensuring that human resources services are delivered efficiently, accurately, and in full compliance with UNESCO and UN system policies. This position supports the entire employee lifecycle, including recruitment, onboarding, performance management, entitlements, HR administration, and data management while fostering a positive and inclusive workplace culture aligned with UNESCO’s core values of integrity, professionalism, respect for diversity, and commitment to the organization.

Key Duties and Responsibilities
Recruitment and Staffing
- Advise UIS sections on preparing job descriptions, terms of reference, and vacancy notices in line with UNESCO HR rules.
- Coordinate vacancy announcements, screen applications, administer assessments, and support interview panels.
- Prepare selection documentation, interview reports, reference checks, and statements of emoluments.
- Maintain accurate recruitment records in HR systems.
HR Administration and Entitlements
- Manage HR transactions including contract renewals, extensions, promotions, separations, and within-grade increments.
- Administer staff benefits and entitlements in accordance with established rules.
- Ensure accuracy and integrity of personnel records and ERP systems.
HR Advisory and Client Support
- Provide guidance to managers and staff on HR policies, conditions of service, and entitlements.
- Research non-routine HR cases and draft related correspondence for supervisory review.
Onboarding, Offboarding, and Leave Management
- Coordinate onboarding and separation processes, ensuring smooth staff integration and exit.
- Monitor and validate leave records through UNESCO’s TULIP system, providing guidance on entitlements and compliance.
HR Data, Reporting, and Process Improvement
- Compile, analyze, and maintain HR data, staffing tables, and organizational charts.
- Prepare regular and ad hoc HR reports to support planning and decision-making.
- Contribute to HR process improvement, modernization initiatives, and policy updates.

Required Qualifications
- Completed secondary, technical, or vocational education.
- A minimum of eight (8) years of progressively responsible experience in human resources, administration, or a related field.
- Demonstrated experience in recruitment, staffing, and benefits administration.
- Strong drafting, analytical, and organizational skills with high attention to detail.
- Proficiency in Microsoft Office applications.
- Excellent command of English or French, with a good working knowledge of the other language.
