The role of Technical Officer (Health Workforce), graded at P3, is now open at WHO Headquarters in Lyon, France, offering a unique chance to contribute to international health policy, workforce governance, and sustainable development.

This full-time, one-year temporary appointment (with the possibility of being used to fill similar roles at the same grade) is positioned within the Health Systems, Access and Data (HSD) division, under a reconfigured WHO Academy that integrates Health Workforce and Nursing programmes. The post plays a strategic role in advancing equitable, resilient, and gender-responsive health systems worldwide.

Key Duties and Responsibilities

As a Technical Officer (Health Workforce), you will contribute both strategically and operationally to WHO’s global HRH agenda. Core responsibilities include:

  • Promoting best practices for health workforce interventions, ensuring effective integration within national health systems and public health programmes.
  • Supporting the development of tools and guidance to strengthen country and regional technical capacity on health workforce international mobility.
  • Contributing to WHO’s normative and technical work related to the Global Code of Practice, including Member State implementation, policy guidance, progress reporting, and governing body submissions.
  • Providing technical and financial reporting to donors for earmarked projects supporting ethical recruitment and workforce sustainability.
  • Leading or supporting operational research and evidence generation on health worker migration, its determinants, and policy responses.
  • Drafting technical documents, policy analyses, and flagship reports on HRH topics such as governance, education, regulation, retention, human rights, and migration.
  • Supporting capacity-building initiatives at global, regional, and country levels, including training and management tools for nursing and midwifery.
  • Participating in the organization of global meetings and events, and fostering collaboration with governments, international agencies, professional associations, and development partners.

Required Qualifications and Experience

To be competitive for this role, candidates must meet the following criteria:

Education

  • Essential: First university degree in health sciences, economics, international relations, international law, or a related field.
  • Desirable: Advanced university degree in health sciences or law.

Experience

  • Essential: At least five years of progressive professional experience in health system strengthening, health workforce management, education, regulation, or policy—at national and/or international levels.
  • Demonstrated focus on human resources for health, including international mobility of health personnel.
  • Desirable: Experience working with United Nations agencies, international organizations, or NGOs on collaborative projects.

Skills

  • Strong technical knowledge in HRH and health systems strengthening
  • Proven research, analytical, and policy-writing skills, including peer-reviewed publications
  • Experience in programme implementation, monitoring, and evaluation
  • Ability to work effectively in multicultural, multidisciplinary environments

Language Requirements

  • Essential: Expert knowledge of English
  • Desirable: Intermediate knowledge of another WHO official language (French, Spanish, Arabic, Russian, or Chinese)

Remuneration and Benefits

WHO offers a competitive and comprehensive compensation package. For this position:

  • Annual base salary starts at USD 70,212
  • Post adjustment of approximately USD 5,266 per month (subject to change based on cost of living)
