About the Role

The Programme Associate (SC6) will be based in Dushanbe, Tajikistan, and will play a central role in WFP’s Climate Change Adaptation and Resilience Building (CCARB) portfolio. This includes flagship projects funded by KOICA and USAID, designed to strengthen community resilience, enhance climate information services, and promote inclusive, sustainable development.

The Programme Associate will serve as the main focal point for capacity strengthening within CCARB projects, while also supporting broader project implementation and oversight.

Key Responsibilities

The selected candidate will undertake a wide range of technical, operational, and coordination tasks, including:

  1. Capacity Strengthening: Lead initiatives to enhance community use of digital technologies, innovations, and climate services through both online and offline platforms.
  2. Project Management & Oversight: Support implementation, monitoring, and improvement of CCARB projects in close cooperation with government bodies and technical partners.
  3. Outreach & Training: Organize workshops, seminars, and community engagement sessions to promote project goals and ensure inclusivity.
  4. Reporting & Documentation: Prepare comprehensive reports, briefing notes, and updates for internal and external stakeholders, including donors.
  5. Government & Partner Coordination: Liaise with national and subnational authorities, cooperating partners (CPs), and WFP field offices to ensure smooth project delivery.
  6. Monitoring Missions: Lead field visits, provide technical guidance, and draft mission reports to ensure accountability and transparency.
  7. Resource Mobilization: Contribute to concept notes and proposals to expand CCARB projects, integrating innovative solutions and indigenous practices.
  8. Cross-Cutting Issues: Ensure nutrition-sensitivity, gender equality, social inclusion, protection, and accountability are embedded across all programming.
  9. Cash-Based Transfers (CBT): Prepare distribution reports, coordinate with financial service providers, and participate in CBT working group activities.
  10. Internal Processes: Support corporate reporting, field-level agreements, contracts, and compliance with WFP systems such as WINGS and COMET.

Qualifications

To qualify for this role, applicants should meet the following minimum requirements:

  • Education:
    • Completion of secondary school education.
    • A post-secondary certificate in environmental science, climate change, sustainable development, meteorology, or related fields.
    • A university degree in these fields is highly desirable.
  • Experience:
    • At least six years of professional experience in project design and implementation related to environment, climate change, or sustainable development.
    • Experience working with UN agencies, government institutions, or civil society organizations.
  • Knowledge & Skills:
    • Familiarity with climate services approaches, digital innovations, and related technologies.
    • Proficiency in MS Office Suite; knowledge of data analysis software such as SPSS, STATA, or Tableau is an asset.
    • Strong competencies in client orientation, teamwork, innovation, and partnership-building.
  • Languages:
    • Fluency in English (oral and written).
    • Fluency in Tajik or Russian is also required.
