Since 2019, WFP has partnered closely with Mozambique’s National Institute of Social Action (INAS) to provide technical and operational support in delivering Shock Responsive Social Protection (SRSP) programmes. These initiatives focus on cash-based transfers, productive safety nets, and resilience-building interventions that help communities recover from shocks while laying foundations for long-term stability.

Backed by the World Bank, the current expansion of WFP’s support aims to reach over 280,000 households across seven provinces. Role Overview: Social Protection Coordinator

To support this ambitious expansion, WFP Mozambique is recruiting a Consultant (Level II) to serve as Social Protection Coordinator. The officer will provide operational and coordination support for cash transfers and resilience activities, working hand-in-hand with government counterparts and development partners.

The consultant will be based in Maputo, with frequent travel to provincial field sites. This role requires close collaboration with INAS, local government entities, WFP field offices, and cooperating partners to ensure effective and inclusive programme delivery.

Key Responsibilities

The Programme Policy Officer will hold a central role in ensuring the smooth coordination, execution, and monitoring of large-scale cash assistance programmes. Major responsibilities include:

  • Programme Coordination – Lead the planning and management of unconditional and conditional cash transfers, ensuring activities align with government strategies and WFP operational standards.
  • Stakeholder Engagement – Build strong working relationships with INAS, local authorities, partners, and field offices to ensure cohesive implementation and consistent messaging, with a particular emphasis on promoting financial inclusion.
  • Assessment and Analysis – Oversee multi-sectoral and market assessments, beneficiary verification processes, and data collection exercises to guide programme design and transfer mechanisms.
  • Programme Delivery – Supervise implementation of cash transfers, cash-for-work activities, and vocational training, ensuring timeliness and coordination with district authorities.
  • Advocacy and Representation – Contribute to local-level advocacy efforts and communicate the value of cash-based interventions to partners and government stakeholders.
  • Accountability and Protection – Ensure that Community Feedback Mechanisms are in place to uphold inclusivity, transparency, and accountability.
  • Monitoring and Reporting – Provide accurate and timely reports on programme progress, challenges, and impact.
  • Staff Supervision – Guide and support field-level staff, ensuring effective performance and delivery of programme objectives.

Candidate Profile

The ideal candidate will bring strong leadership, technical expertise, and a collaborative spirit to the role. Specific qualifications include:

  • Education – Advanced degree in International Development, Political Science, Economics, Sociology, Anthropology, or related fields.
  • Experience – At least five years of professional experience in humanitarian or development programming, with a focus on social protection, resilience building, cash-based transfers, or emergency response. Prior experience with government engagement and World Bank-funded initiatives is highly valued.
  • Skills – Strong analytical, communication, and coordination skills; proven capacity to manage complex programmes and multiple stakeholders.
  • Languages – Fluency in English and Portuguese is required.
